Is 'don't do the crime if you can't do the time' a cliche?

I'm doing this thing for school and I was just wondering is it a cliche? If not then what is the actual name for it and phrases like it?

    Yes, and cliches are cliches because they're true.

    Since it's been around since Baretta in the '70s, you could also refer to it as a chestnut.

    Well yes, I believe it is.

    If a phrase is commonly used again and again, then it can be referred to as a cliche.

    And this phrase is definitelyy commonly used.
