Why isn't my car subwoofer setup working?

I have a brand new 1000 Watt RMS 2000 Watt Peak Power Bass 1000.1d amp, and a brand new 1600 watt RMS 2400 Watt Peak Power Acoustik Mofo 122x 12" Subwoofer. My issue is that I have to turn the level and bass boost up all the way on my head unit and amp in order to get any sort of semi decent sound, and that should not be the case. Does anyone have any possible solutions?

PS. I had a lower wattage system in my car with a different subs and amp that sounded a lot better/louder prior to this.
