It depends what you mean by "valid." As far as the Texas Department of Motor Vehicles is concerned it is valid, but other people (other government agencies, departments of motor vehicles in another state, and private businesses, bars, banks, etc.) often will not accept temporary paper licenses as proof of identification, because they are too easily faked.
