for the arrows, there is one of them that isnt facing down, up, left, right

does that arrow mean you press right and down at the same time

how do you do Metsu Hadoken

Yes thats what it means

Metsu Hadoken - Use you stick, start at the down position an move it, in a circular motion, to get the the stick going right. Do that twice and then press all the punch buttons (or change the button configs so you can press 1 button to do all 3 punches(i use RB)) make sure you do the quarter turns quickly or else it wont work. If i where you, go to training mode and put your ultra gauge on infinite (in the options) and practice doing the move over and over until you get good at it
