I wouldn't recommend steaming your face. Doing this can actually dehydrate your skin which will cause more blackheads. Here is a great how to video about getting rid of and preventing future blackhead breakouts:

To reduce stubborn blackheads you need to use a cleanser and a daily exfoliator that will unclog your pores. Products with salicylic acid are great for this purpose because salicylic acid removes the dead skin cells, oil, and debris that cause the blackheads.

You should also make sure that you are using a moisturizer that is appropriate for your skin type and not too heavy or rich. If your skin is sensitive to salicylic acid or tends to be dry then a cleanser and daily exfoliator with glycolic acid would also help to unblock pores.

I also love microdermabrasion scrubs to use a couple times a week if you don't want to commit to a daily exfoliator. In addition to your daily routine you could add a salicylic or glycolic peel to your regime every 2-3 weeks for instant gratification.
