    A lot of the people who live along the Gulf Coast are fishermen or tour boat operators. They can't work. And a lot of the US seafood industry is based there, as well. Plants can't package shrimp for shipment and consumption elsewhere in the US, if the fishermen can't catch shrimp. Most of the restaurants are seafood-based, and they can't get the products they need.

    Tourism is down. Tourists can't go out on boats or eat seafood, so they don't bother going at all. All of the places that cater to tourists (hotels, car rental agencies, etc) have no business.
