Why is .380 ACP called .380 when they're really .355 diameter?

Why aren't they just called .355 ACP? Why the confusion?

    The .38 special is also a .35 when talking about calibers there are often differences between the actual diameter and the name of the round.

    Since everyone knows what they are talking about there is no confusion.
