Lobbying done outside of the Capital (IE: Washington DC or a State Capital).
Eg.: Grassroots Lobbying done in a congressional district of a representative - is outside lobbying.

As opposed to non-political lobbying???
Don't quote me on this cuz I'm not sure, but I think outside lobbying is when the person who is lobbying doesn't hold any official position in government?
