Do I need to secure for a working permit from Singapore embassy to be able to work in Singapore?

To work in Singapore subject to Singapore MOM ( ministry of manpower ) WORK PASS CONTROL.
1 ) you need to get a job and the employer will apply for you work pass ( work permit / S-PASS / EP ) . is nothing to do with Singapore embassy.

is depend of which countries passport you hold !

You need a work permit/employment pass but not from Singapore embassy. First you need to get a job and the employer will apply on your behalf to ICA/MOM (ministry of man power) to apply for a work permit or employment pass. The diff is work permit is for blue collar workers and EP requires >2500 income.
With the EP or WP you can work in Singapore.
