To work in Singapore subject to Singapore MOM ( ministry of manpower ) WORK PASS CONTROL.
1 ) you need to get a job and the employer will apply for you work pass ( work permit / S-PASS / EP ) . is nothing to do with Singapore embassy.
WORK PERMIT ( foreign worker ) SUBJECT TO SPECIFIC REQUIREMENTS
is depend of which countries passport you hold !
ie , if you not an Malaysia / China passport holder, you will not allow to work as bus driver.
Foreign mid-level skilled workers, such as technicians who wish to work in Singapore may apply for a S Pass. Information on S Pass eligibility and quota can be found in the following sections.
Foreign professionals and executives who wish to work in Singapore may apply for an Employment Pass (EP). Information on eligibility and the EP types can be found in these sections:

You need a work permit/employment pass but not from Singapore embassy. First you need to get a job and the employer will apply on your behalf to ICA/MOM (ministry of man power) to apply for a work permit or employment pass. The diff is work permit is for blue collar workers and EP requires >2500 income.
With the EP or WP you can work in Singapore.
