PayPal is basically a payment gateway allowing payments to made and received.
You can use PayPal to send money to the seller with money from your bank account or a debit/credit card.
PayPal has buyer protection policies in place. The PayPal Buyer Protection Policy states that customers may file a buyer complaint within 45 days if they did not receive an item or if the item they purchased was significantly not as described.Source(s): http://en.wikipedia.org/wiki/Paypal

Paypal is an online merchant where your payment is made through to the seller. The does not get to see any credit card or bank info of yours. Research your sellers history to minimize potential issues.Source(s): paypal user
