Nearly two-thirds of Americans say the health care overhaul signed into law last week costs too much and expands the government's role in health care too far, a USA TODAY/Gallup Poll finds, underscoring an uphill selling job ahead for President Obama and congressional Democrats.
Those surveyed are inclined to fear that the massive legislation will increase their costs and hurt the quality of health care their families receive, although they are more positive about its impact on the nation's health care system overall.
Supporters "are not only going to have to focus on implementing this kind of major reform," says Robert Blendon, a professor of health policy and political analysis at Harvard. "They're going to have to spend substantial time convincing people of the concrete benefits of this legislation."

You are only citing half the story here The RCP average of all the polls has him at 48.3% approve and 46.4 disapprove and increase of approval of 1.9%
CNN has him at 51%, Gallop 48%, Wash Post 53%, Bloomberg 50%, CBS 49% Wall Street Journal 48%.
More surveys have his number going up than going down.
Generally speaking if a president is hold at 50 or above then it is considered that he is doing a good job. In this particular instance it seems more dramatic because he started at such a high place that it appears that he is failing. The fact remains that he still maintains a reasonable amount of support.

And according to your source another poll taken over the same time span shows the opposite 51 support 47 disapprove. Overall according to your source 1.9 percent more approve than dissaprove. However, polls have what they call an error margin, I know they don't cover this before 4th grade which is when you dropped out, but the margin of error of either one of these polls is larger than the spread.
