    I've got my own somewhat biased answer to that question. Government is whatever controls or influences the lives of the people. The government in Washington D.C. and your state capital is one example. Another, though, that is not often acknowledged is made up of large corporations. In fact, in America, the government of corporations and other business entities is far more powerful in the aggregate than the semi-accountable government in D.C./your state capital.
