I assume that you are talking about the United Nations.
The Security Council is a group of 15 countries that handle highly important international issues for the UN as a whole. There are 5 permanent members, China, Russia, Great Britain, France and the USA. The other ten members are assigned based on geographical regions and change from time to time.
The Disarmament Commission deals with military matters and tries to reduce the amount of nuclear and conventional weapons.
