PLZ HELP ME!? The best vocabulary term for something that is pertaining to, or designating a city or town is..?

Urban (a) definitely.
It is regarding a city or town or metropolis.
Suburban on the other hand is generally used for the residential parts of that city...

'Urban' is correct. Used whenever you want to refer to something relating to a town or a city.
'Suburban' refers to a part of a city or a town, or a small town that is on the outskirts of a larger city.
I've never heard of 'the corn belt' but it sounds like an American term for the Midwest in which there are a lot of farms that grow corn.
Similarly, I'm not sure about intrastate, but it sounds like a word that you would use when referring to something that is only relevant within a state i.e. it is not relevant to other states.

"Urban" means "city".
"Suburban" literally means "below the city" but effectively means "outside the city".
"Towns" are generally considered suburban.
