Depends if the Principal Applicant have already landed in Canada or not. If the principal applicant have not yetlanded in Canada and decided to give up Canadian Permanent Residence, all dependent of the applicant will not be granted Permanent Residence.

If she does landedwith all the dependent, then what she does does not affect any dependent. However, you may need to consider legalimplication of the issue too (Such asyou cannot leave minor in Canada alone.

    2. The principal is has not yet come to Canada, and she has a job outside if Canada. Is she responsible report her income tax, not earned in Canada, to the Canadian government?

Again, if the applicant is Already a Landed Immigrant (That mean she invoke her Permanent Residence) sheis liableto pay Canadian Resident Tax, regardless if she stayed in Canada or not.

If she have a job, and is a Canadian Resident, she is liable to pay tax.

If not, then forget about it....
