The health care bill seeks to expand the number of people who have access to health care and also prevent costs from rising as much as possible. Right now, almost 50 million Americans have no health coverage. This bill will shrink that number significantly by requiring people to buy health insurance and providing it for them for free if they don't have it. It will also force insurance companies to stop denying coverage to people because they are already sick. In a few years, the Medicare tax will raise a little bit, and the government will also tax the most expensive, high-end insurance plans. But if you already have insurance, this should not have much effect on you right now.
We didn't have a previous health care bill. Before this bill, there was no requirement to buy insurance and no requirement for insurance companies to cover anyone who wants it (sorry for going over one paragraph).
