Nobody owns the Gulf of Mexico...or the Atlantic Ocean, or the Mediterranean Sea. "Territorial waters" are the areas of the body of water that contact land and are claimed by a specific country. In most places, this band of water is 12 miles wide.

Gulf of Mexico is mostly international waters. There are the customary 12 mile sovereign limits and internationally agreed influence zones, such as oil exploration zones.
