急~美國priority mail相關問題

我朋友在某交流網站和一個人訂購商品,對方說3/10已幫他用priority mail寄出(對方e-mail告知郵資約13塊美金),我查了USPS,這個價位寄到國外的只有兩種規格:flat rate envelope和small flat rate box,有給一個號碼LC864601543US,我想請問:

一、這兩種規格的可以追蹤嗎?有沒有insurance?風險高不高(他真的很擔心)?裡面的東西蠻重要的,本來跟對方說好要用EMS,結果對方請他太太拿去郵局寄,郵局說不能用EMS(跟內容物有關嗎?買的是flashlight,還是對方覺得郵資太貴要省) ,所以改用priority mail寄。

二、還有一次在別的網站購物的經驗是網站用first class mail寄的,用對方給的號碼查只看到accepted的時間(2/1)和地點,都已經過了一個多月(到目前為止還沒收到),e-mail給他們,說他們也愛莫能助,因為網站上早已載明他們並不負責包裹寄出後的風險問題,只有下次回購有折價這樣。那都過了一個月,是不是代表收不到啦?

三、跟台灣海關詢問可行嗎?還是要用我的破英文打電話去美國(也不知道打去哪詢問)?

    Sorry debe, your answer seems having too many mistakes.

    In answering your questions:

    1. LC864601543US is the serial number of the Custom Declaration Form. Although this number has shown in USPS, it does not serve the purpose of tracking (as this number does not work with Chungwa Post - A correct tracking number can be shown in both sides).

    Based on the tracking number, I can almost for sure that there is no insurance coverage (as insurance coverage will provide additional tracking in case of proof of loss).

    EMS is in fact available in the United States (which is called Express Mail). I don't know why the post office will say no about EMS - I assume the postal clerk does not know what EMS is.

    2. Not necessary. International Mail usually take at least 14 business days. So be patience. If you still do not receive it in the end of the month, talk to your bank and see how they can help you.

    3. Unless you have some valid tracking numbers, calling around will only waste your time and money. You will get no answer as they really don't know.

    可以跟郵局申請賠償囉...

    就看當時的金額寫多少...等等的..!!!
