The governor of Texas has the power to make certain appointments to boards and commissions. These appoints are for as long as he chooses to keep them (unless they resign or die of course). He may remove them and appoint someone else, hence they serve "at his pleasure" (for as long as he is pleased with them).

    The Comptroller is elected.
