Will these credentials get me into UPenn/UC Berkeley?

I want to get into either of these two universities and I would really appreciate any information or opinions you could provide me. Thank you!

GPA: I do the IB and my predicted grade is currently 38

SAT: 2150 (Math: 670, CR: 720, Writing: 760)

SAT II: Chemistry: 620, Biology (M): 670, Literature: 660

Class Rank: My school doesn't do class rank but I have been asked to make a speech at graduation hence making me the "valedictorian" (this doesn't carry the same importance that it does in American high schools)

Currently, on the IB I am predicted:

HL English: 6

HL Chemistry: 6

HL Biology: 6

SL Maths: 6

SL Psychology: 6

SL French: 6


President of the Island School Student Union (ISSU)

Island School Prefect

House Prefect

Student Council student representative


Cross-country Team

Basketball Team M.V.P.

Captain of the Netball Team

    No. These accolades are nowhere near those of a typical Ivy leauge or UC Berkley applicant. Average grades at top tier private high school will not cut it my friend. There are applicants that have 4.0's in top tier private schools and have been the captian of sports teams for 3 years while graduating in the top 5% of their class. Most international students that get accepted into the Harvards and Yales are extremely bright and talented, not average. Your community service record is less than that of an American student and even they dont get into top schools. You might want to look into top tier state schools because the Ivy League is out of your leauge.
