information about the animal shelter in modesto that is going to be built for 8.2 million dollars?

the Stanislaus county board of supervisers agreed to a plan for a new animal shelter costing 8.2 million dollars. i need more information but i can't find it anywhere. any suggestions or point of views why this is or isn't a good idea?
