What is the role of the commonwealth (what we would call the state or society) in morality?

this is on my study guide for a philosophy exam that i have today and i can't find the answer...

    I just googled your question real quick and this is the first thing that came up, so, well lol..

    Anyway, apparently there was a guy named Locke and a guy named Hobbes and they seemed to have competing ideas on this. Locke though that man is by nature a social animal, while hobbes said that Man is not by nature a social animal, society could not exist except by the power of the state. Something tells me I'm gonna like this Locke guy better, lol. Anyway, here's the rest of it.
