it is a phrase from early stages of fallout 3 where u beat up butch and the gang. By the tunnel snakes he is referring to the gang and ruling the vault. It comes from paul, who i think just likes to say tunnel snakes rule

That would be from Fallout 3 my friend.The tunnel Snakes are a gang from fallout 3 and the reason the are called the tunnel snakes is because the tunnel snakes are a vault gang and the word "tunnel" is refering to vault 101.They first formed in vault 101 but butch(gang leader) goes out into the wasteland if you do the quest were you go back into vault 101(only if you havn't killed Butch yet can he become your follower).The Saying "Tunnel Snakes Rule" is just something that Butch walks around vault 101 saying.He says it because he thinks the tunnel snakes rule.
