Apparently you don't know anything about law.
Medical malpractice is a state issue (which usually state law applies). In a simple way to explain, when the malpractice happens in California, California law will apply in this case. And the statutes of limitation of California will apply for the case, and you will need a California lawyer to sue.
You can't sue in other areas at all (and use the law from somewhere else).
