if you need a new cpu then you need also a new motherboard, otherwise the new parts will not fit.

AMD Sempron LE-1150 is not a motherboard but a cpu. anyway, it's good to know what cpu you have so i can tell you that on your actual motherboard that cpu and ram i have suggested would not work (only the graphics card will work). to have a faster computer in the end, it is mandatory to replace also the motherboard.
you will be amazed when you can see the difference between your actual computer and my suggestion.
i was thinking about the power supply. if your psu has a wattage of below 320W you should also get a new one. unfortunately in this case the budget will surpass the $400 mark.
for this case you have to change 2 parts
cpu 245 Regor 2.9Ghz (you can overclock this cpu up to 3.2 Ghz and still using the stock cooler without any problems. i've seen people overclocking it up to 3.6/3.7Ghz but if doing this you need a better cooler --- i wouldn't recommend doing this)
graphics card Asus ATI HD 5750 1GB
power supply OCZ 500W
if you get the $25 mail-in rebate on the psu the total cost will be $397 with shipping (great calculation - isn't it? ;) )

depends on what you have already and here you need to upgrade.. but a decent graphics card and new CPu and cooler combination will blow that budget out the water, and thats if your current PSU can provide enough power to handle the upgrades.
