Are tolerance and apathy the last virtues of a dying society?
Because they seem to be coinciding

No. Tolerance is a virtue of a healthy society. Apathy is not a virtue.
If we want to compete with the billion+ citizen economies of China and India, we will have to band together with other developed countries and form an economic version of NATO. Alone we are too small...

If you mean the lack (or absence) of convictions ("there is no such thing as the Absolute Truth; you have yours, I have mine", "whatever is true for you is not true for me") and notorious Political Correctness, then I do not think they are virtures at all; rather, they are features of a dying Post-Modernistic society.
