It will not run Windows Ultimate properly with only 1 GB of ram memory and the slow processor that's in a Mini. Go to http://www.microsoft.com and check the minimum specifications for Windows 7 Ultimate.

I just recently did this, you can either use Windows Anytime Upgrade or buy a Windows 7 Ultimate DVD, which you would have to buy a usb cd drive, if it's a netbook. ***Windows 7 Ultimate only requires 1GB of RAM***

Using the Anytiime Upgrade should work with no issue, and Ultimate will run just as fine as Starter does on your netbook. Use the Windows comparison matrix to see if you feel the money for the upgrade is worth it.
