Prime Minister or President?

i'm writing a letter to the egyptian government about the pollution in the Nile River (for school) but i don't know who to address it to. the prime minister or president?

    You should address it to the Prime Minister. For countries with Prime Minister, the President is mostly a ceremonial figure just like the Queen of England. In other cases President takes care of external affairs whereas Prime Minister takes care of internal affairs. If either is the case, your letter is be to Prime Minister since he is the one responsible for changing the policies regarding pollution of Nile.
