It is a phrase for procrastination. It is actually "around to it" like I will do that when I get around to it. Some people have made round disk (coin-like) with the letters "TUIT" on the disk. Get it? A Round Tuit. Then when some one procrastinates and says I'll do it when I get around to it, the other person gives them the engraved disk, and then says OK now get started. Cute huh? I sure hope this was a legitimate question.
