Why did 30 Republicans vote against a bill to get a woman right to fight back against attackers?

How could you oppose a woman trying to get her rapist to justice, getting what the lecherous swine deserved?
I understand that this isn't majority republicans... but still please tell me no else agrees with this from the party?
