can you solder back one of the wires of a resistor that fell off?

Yes provided you have enough metal to solder to, scrape the metal shiny, use good soldering iron witha suitable size tip, and fluxed solder and a steady hand. Don't hold the heat on too long as there is a chance the resistor could be affected by excessive heat and have its resistance changed a bit. (Hey I am assuming this is some kind of special type hard to get or I would just say buy a new one)

First decide why it "fell off" physical damage or what, if it looks okay, if you know how to solder it should not be a problem.

If you're confident enough to do it and has the enough knowledge as well, then that shouldn't be a problem. If its the other way around then try to get some help near you.

Go to Radio Shack and buy a new one, they are not expensive. Take the old one with you and wait until the store is quiet and they will help you.
