    It means it was a very long time ago when whatever they're talking about happened - like when Moses was a little boy who wore short pants. Early in the last century when this expression originated, boys wore knickers (short pants) until they reached early manhood - so it's just saying that the event happened long, long ago.

    It is ageism slang, implying that Moses was young at the time of his greatest achievement, and it was many many years ago..
