How can I make the font look like this in photoshop 7?

    That was most likely done in illustrator, which would be way easier..

    But, probably the simplest way (of many ways) to do this in PS would be, right click on the font layer in layers pallet, then go to Blending Options, then Stroke. change the options there to whatever you want, I would probably run it at 5-7px thick.

    Then what you can do is duplicate the font layer, and offset the one underneath so that it makes the outline thicker in different places.

    You download the font you want and install it in Windows. When you open Photoshop, that font will be available. To color it, just use the normal Photoshop means of coloring things - there are a few ways.
