To get a Student visa in Canada, you must be able to demostrate that you have enough money to maintain your study in Canada.
It does not matter if your parent are retired, as long as you have the requirment amount in bank. Not necessary income support.
You MUST either demostrate that you or your parent or your sibling have enough money to support you, except for extreme circumstance or you are a minor with other guardian except of your parent.
You CAN use a non-related person to fill in as support, as long as he/she is your legal guardian, you can designate anyone to be your legal guardian, take it or not is up to them.Source(s): Canadian PR

non-relatives, or just friends, NO.
your parnets retired without income, but how they live? do they have saving, property, investment accounts....?
if they have nothing to suport you in school.... then the chance for approvial is small.
