Should police be put in jail in Pittsburgh for using LRADs that could hurt non-protesters?

There were innocent children and families in a residential area, indoors, attempting to avoid the protests. Why should they risk permanent hearing damage because the police were too lazy to arrest those breaking the law, and allow for free assembly.
