Is a 12v automotive relay made with settable, intermittent activation?

I need a relay or circuit to operate a 12v relay on a counter basis. i.e. Relay closes on first activation, nothing happens on second or third activation and closes again on 4th activation. I am building a circuit to activate headlight washer jets, but only want the headlights washed with the first... show more I need a relay or circuit to operate a 12v relay on a counter basis. i.e. Relay closes on first activation, nothing happens on second or third activation and closes again on 4th activation. I am building a circuit to activate headlight washer jets, but only want the headlights washed with the first windscreen/windshield wash and then only after the fourth windscreen/windshield wash.

Ideally I could buy (or build) a 12v relay with a rotary dial (0,1,2,3,4,5,6,7,8,9) with 0 -contacts closing every activation, 1 - contacts closing every 2 activations, 2 - contacts closing every 3 activations, etc.

The counter would be reset when power (car ignition system) is switched off.
