Around my part of the world, they're multiwalled coated paper, just like dog food sacks. The older ones were burlap.Source(s): PNW near potato farms

Burlap is a coarse even-weave fabric made from hemp, jute, or similar fibrous 'bast' plants.

Typically they are made of burlap...it is a thick, brown, course feeling material(:
