How do I get this guy that keeps looking at me to talk to me?

Soo there is this fineeeeee dude that keeps checkin me out everytime i walk by but he wont say anything...hes interesting & i want 2 know more about him. Should i just go up 2 him&introduce myself or wave when he looks.? or what please help.!
