i always use ATF- you can buy a quart for less than what a pint of P.S. fluid costs, and it works the same. its all hydraulic fluid.

Get the power steering fluid. For your Cougar, Mercury specifically advises against the use of Mercon automatic transmission fluid in the power steering system. I also answer questions at http://www.realworldautomotive.com/

Automatic Trans fluid.
Power steering fluid is actually ATF.
They put ATF in a bottle and sell it as Power Steering fluid.
Use whatever type your transmission uses.

Transmission fluid is a suitable substitute. Try to find the leak.
