The Articles were a first step toward establishing a viable national government which could deal adequately with threats posed by foreign powers. They had several deficiencies in them which crippled the ability of the national government to get anything done. After the Government under the Articles was unable to help put down Shays Rebellion in Massachusetts, all the states except Rhode Island sent representatives to Philadelphia to fix the Articles, but the leaders of this group concluded the Articles were beyond mending, so they started over and came up with the Constitution.

Source(s): The best criticisms of the Articles may be found in the early numbers of the Federalist Papers, by Hamilton, Madison, and Jay.
