To have a criminal record, a person must appear in a court of law and either plead guilty or have a Judge pronounce guilt in a criminal case. From the information you listed above, you have no criminal record since you never went to court.

If you were let go with no charges, then it is not on your record, however if you got a citation or ticket, it is on your record.
