Comic book storyboarding?

How do you storyboard a comic?....Like isn't it already in storyboard format going from panel to panel?......It doesn't make sense to me?

    Usually you use storyboards in animation to figure out how the story, action and scenes will look before you start animating everything.

    For comics, instead of making a storyboard you could make rough drafts of each page to show how you're going to layout the panels, what's going to happen on each page and where you're going to place the text.
