Control of markets, except where dangerous products are involved (drugs, weapons, particularly WMD's, explosives, etc) generally revolves around a desire on the part of manufacturers/growers and distributors to keep the retail price of the goods high. Limited supply means demand outstrips supply, so competition is minimised and those in the market can set prices as high as they like when essentials are involved; and spices have been essential to many cultures for a thousand years or more.
