Maps. Is there a free GIS program that I can use to look up the location of a street address in the USA?

If all you need to do is lookup an address just type it in a search engine. All of the major ones provide location maps.

for example:

http://www.google.com/search?hl=en&rls=ig&q=1600+P...

If you want software on your computer to work wheather you are connected on the internet or not, that's a bit more complicated, and I am not sure it is worth it for looking up an address. Software like this costs thousands of dollars. You would be better off with a GPS navigation device which would only cost $100.
