How do you receive the job requirement Politico Corrupto in Mafia Wars?

Question

In order to complete a job on this game, you need to have that person. Do you receive it in a loot or are you able to purchase it at a certain level? Currently on level 106 and just wondering if someone could help me with that.

go to "businesses" on the cuban level and you purchas the "politico corrupto" business they produce 1 every three hours and you have to pay to upgrade ...etc

You receive it if you build your Bribery Rings or add Politico Corrupto in your wishlist.
