what is meant by incumbent president?

Estrada's camp says that Estrada is not an incumbent president. Therefore he can run again for president. the Philippine constitution clearly says"The President shall not be eligible for any re-election. No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time." my point is..... what does incumbent president something to do with the prohibition...

    It means the one who is the President currently.

    simply means "currently in office."
