Please!! the belief that any governmental agency has helped any thing is an oxymoron.

I believe this is one of those questions that the answer lies in your lecture notes or text book. The purpose of a homework question is to get the student to actually read the text book. I'd be more than happy to evaluate your work but Google is your friend and I'd like to give you an incentive to find the EPA homepage/Wikipedia article if you are disinclined to go through your text book.
