can time really change how a person is and their feelings?

do people's feelings change over time? if someone doesn't like you now, can their feelings for you change over time or if u don't like someone now can u like them in the near future? i don't mean like a month or even a year. i mean from being a teenager to an adult or a few years? if suddenly the person that didn't have feelings for u started to have feelings for u because the both of you changed or u bumped into each other again in the streets? i been told this can happen even though it's rare and not worth the wait. but i was wondering if it is possible and has it ever happened to anyone before?
