is a 13 inch bicep considered small?

cuz my friends say that i have skinny arms

i don't know if its my arm size by itself or the fact that my arms nearly toutch my knees at 6 ft tall

Yes it's small. A respectable size for someone who is 6 feet would be about 17 inches.
