How do you finish the Fighters Stronghold Quest in Oblivion?

I've bought all of the house stuff and i just received the letter for the new forge. When i talk to the guy in the Imperial city about the forge, there is no option to talk about the forge. I can only talk about the grey fox and rumors. WHAT DO I DO?
